Does not download everything

I got the notification to enter the code on my phone. I entered it correctly but nothing happened. I then clicked retry and now my phone isn't even getting the notification. The link sharing app is activated on my phone and I can share to it. I even have the app open and it's displaying the pictures that I've shared today, but the Windows app still can't verify it.
